Now in nine languages, the book has met a demand for an accessible introduction to fiscal federalism—how federations raise, share and manage money.  It is a “comparative” introduction because it shows the variety of experiences across federations while introducing some of the basic concepts and conclusions of the more normative literature on fiscal federalism by economists.
